Penalties are obviously not the best way to decide which team is better - I think that footballer at the highest level has the ability to lash it into the top corner, and it's only about guesswork and staying calm. But, ideally, the 120 mins before that should have decided which team is better and if the better team hasn't taken it then handing the win to the team with most testicles is fine by me.
