Why not have the penalties before the game? Or at least before extra time?

seems the best option. if the game is a draw then penalty shootout is taken before extra time. it forces teams to be attacking during extra time knowing they must score to win, which makes the game more open. if after extra time the game is still a draw then the winner of the penalty shootout wins.

And even if it was, it doesn't mean there's a practical solution.

What really needs to happen is for the corrupt bastards at FIFA and UEFA to be thrown out. Nothing else should be changed in the game until they have gone because there's no guarantee (or even likelihood) anything they do is in the interests of the game.
