In civilised countries, the chance of there being live ammunition in a gun on a film set is as close to a non issue as you can get.
However, this having taken place in the US - Texas in particular with their ‘open carry’ laws means, this is a material risk there.

Blanks can be deadly if fired at short range so even lack of live ammution doesnt nessecary remove all the risk.
However as GP said, usually film sets or theatres have people who’s sole job is to look after firearms and ensure they are handled safely
yeah i didn't know that about blanks - presumably bullet fragments are still propelled out of the gun ?
but if it's not the first time - i.e. they know that can happen - why the hell is anyone still using them on film sets etc? sounds like total negligence to me
He must have known something was wrong when he shot the first person.
