The 2nd letter is just typical boorishness. Unless the 2nd letter explicity asks to EU to disregard the first, which would put him in contempt, the 2nd letter is just schoolboy hubris. Not signing the first just makes him feel better about himself. Its just as valid. Parliament should just ask John BErcow to send the EU a clarification......."Oooderrrr"
