Ignoring the fact that this appears to be quite a stupid idea, it is in fact apparently quite common in other countries. I think its similar to the Foreign Agents Registration Act in the US.
basically it gives the UK more power to convict spies if caught because if they haven’t registered, then they are breaking the law. Currently, its hard to do that.
