Simple life lesson N_Q you cannot incentivise people who already earn what they do regardless of whether they perform or not.
To be honest the sensible thing would be to introduce a flat rate salary based on position, loyalty and spend the bulk of the wage bill on performance related bonuses.

I generally threaten to injure people when I want them to do something they don't want to do. Maybe that's what Wenger is doing too, hence the overbooked treatment centre.
