Elneny should start with Xhaka and perhaps Gibbs should take the start over Monreal, age is not on the 2 Spaniard players side. Perez should be given a chance later on at the expense of either iwobi or Walcott. This team should be good enough to overcome Burnley.

We are still around 1 million miles away from having a settled first team that can put in consistent performances. Two games gives us a hint, but there's nothing concrete yet. First you get the starting line up and the tactics sorted out. We're at the very start of that path now. Once perfected, you start consolidating by working other squad members into the setup and building a coherent rotation policy, rather than a random one or a policy based on ridiculous clauses in contracts which is what we currently have. Besides, we all know how it goes with injuries, rotation will take care of itself. We'll need Cazorla or else we won't play well.
