If I had to guess, it's just a Red Bull gamble. If they sort their shit out, Red Bull can take them on. If they don't, well it's just Toro Rosso.

F1 wants to keep Honda in the game. Don't know why, but I heard it mentioned by several commentators during Monza. All sorts of fees and licenses and backhanders I suppose. Red Bull has probably received something in return. Anyway, you know how it works in F1. Next season Renault might be shite and Honda will have had a whole season to get their act in order. Wouldn't surprise me at all if McLaren still end up with the shittiest engine.
