One theory could be that Wenger had to accept certain stipulations when signing a new contract as part of the 'catalyst for change' comments. Refreshing the squad and letting go of players that are overpaid and haven't delivered could be one.

If that's the case, last summer Wilshere was told he could leave and that he won't be offered a new contract. Why would they now offer him a deal? This is a club that gave Coquelin a £100k a week contract then sold him 12 months later. Maybe in the summer they thought he's just come back from another long term injury and the guy won't be able to handle the demands of a season, so let's offload him, but now he's played 30+ games they've had a slight change of heart and decided to give him an incentive based contract
