I don’t see how it increases cheating.
In theory it should lessen it because players should get away with it less.
Whining maybe as it gives them something else to whine about.
It’s interesting how much whining you get from players after a VAR decision has been made - the penalty to Portugal for example. Iran mooned their collective tits off about that despite the ref having just seen slow motion replays of the incident before making the decision
