I'm not saying doping in sport has been eliminated, but it is more closely monitored since Russia's expulsion fro the Olympics etc. Especially since Armstrong.

Who knows. The IAAF have been improving testing ever since Ben Johnson, but it has continued. Technology is advancing all the time and the testers are always one or two steps behind. Governing bodies may be implicit in it too. If there’s a competitive sport and a lot of money involved, there’s definitely cheating at the highest level. No idea if Russia are doing it now but it has to be going on in football at some level.
