It's actually shit. Because they made the game random. But it appeals to some.

Why are penalties random? The first one Chelsea missed didn’t hit the target. That’s just poor penalty taking. If the player takes it properly it’s impossible to save, there’s skill in taking a penalty.
I always thought it was bullshit when English managers and pundits would say “you can’t practice penalties”. Of course you can. You can’t recreate the pressure but you can practice the skill such that when the pressure is on you can take it well.
