Co-hosts Poland and Ukraine are given top seeding to try to prolong home interest in the tournament next summer.

Do they think the top seeds are likelier to get an easy group? This competition is arguably harder to win than the World Cup. So Poland and Ukraine will still probably end up in a group with a similar difficultly level if they had been in their natural pots.
