The Premier League has issued an invitation to tender for the domestic UK broadcast rights for the 2013-14 to 2015-16 football seasons.

It says 154 matches will be shown live on TV each season from 2013-14 - 16 more than currently broadcast and more than 40% of all top-level matches

The extra 16 live games comes as matches are moved away from Saturday 15:00 kick-off times, due to Europa League involvement or police advice.

No 15:00 kick-offs can be shown live.

The 154 games will be split into seven packages comprising five packages of 26 matches and two packages of 12 matches. No one buyer will be allowed to buy more than five packages or 116 matches.

The current rights are held by Sky and ESPN, and a challenge from Al Jazeera is also expected this time round.

"This creates a more attractive and compelling offering for both broadcasters and fans; whilst allowing the continued protection of the Saturday 3pm 'closed window' and minimising further displacement of Premier League fixtures," said the league.

Another sales process will be conducted for two "near live" packages each containing 226 matches, and an internet-based clips package for all 380 matches.

Any chance of it coming back to normal tv?

The packages for tv coverage are shit for this day and age.

I would love to be able to buy a tv season ticket that allows access to every arsenal game throughout the season and I'm sure there are plenty of other people that would like to do the same for the clubs they support.

They should also cut the blatant bullshit with not showing 3pm games as well, at the end of the day, the fans that go to games will still go to the games and the people that can't will be ale to watch them too.

Win, win tbh.

Even that one seems a little steep. I can't see, even from their more detailed figures, how they've gone from saying we had ~£38m debt when FSG took over, to ~£65m now.

It's not a huge surprise the Citeh are the only ones that has wages dwarfing their income. However it is surprising they apparently had £88 million in unpaid transfer fees.

It also suggests that the days of us pissing about over a million here or there should really be over.

We're on a 21-match unbeaten run and set to make it 22 tomorrow, having lost only four games all season. United are breaking records and sweeping all before them, with 100 points and a 31-7-0 record. A 17-point gap between 7th and 8th. Wolves are sitting pretty in the top half, despite a 7-match losing streak, and 12 losses in 13 games to the end of the season. Blackburn and QPR also well clear of the drop zone.

EXCLUSIVE: Whistle blown on 'unfit' Premier League referee Dowd
By ALAN BIGGS

Last game? Dowd with Steven Gerrard in the FA Cup final
Phil Dowd, one of England’s top referees, is facing a sudden fight to save his career after it emerged on Tuesday night that he has failed a fitness test to continue next season.
The news hit the 49-year-old Staffordshire official within three weeks of his proudest achievement of taking charge of the FA Cup final at Wembley.
Dowd, who became a Football League referee in 1997, has just completed his 12th season in the Premier League. He must work to regain the rigorous fitness standards required of elite referees if he is to make a 13th campaign.
Referees are regularly tested on a series of timed runs in order to meet the strict criteria. Dowd’s bosses want him to continue and there is no question of his age being an issue since the relaxation of automatic retirement rules.
He has always had a naturally stocky build but has never previously struggled to hit the fitness mark. The fact that referees have to take the test in May, immediately on the back of a long and strenuous season, may now be called into question.
Instead of having a chance to recharge his batteries ahead of the test, Dowd will go on holiday knowing his future is under threat more than three months ahead of the start of next season.

Race against time: Dowd intervenes as Nani confronts Jamie Carragher in 2011
In the 2011-12 season Dowd presided over 38 games at all levels, including 28 in the Premier League. Only three select group referees took charge of more games.
The Stoke-on-Trent based official enjoyed a trouble-free Cup final despite the initial controversy over whether an Andy Carroll header had crossed the line as Liverpool looked for a late equaliser in their 2-1 defeat by Chelsea. Assistant referee Andrew Garratt was shown to have been correct in refusing to award a goal.
By contrast, Dowd’s other appearance in a domestic final - Manchester United’s 2-1 League Cup triumph over Aston Villa in 2010 - was marred by an early misjudgement.
Refereeing experts agreed with most pundits that United’s Nemanja Vidic should have been sent off after bringing down Gabby Agbonlahor and denying a clear goalscoring opportunity.
Villa were given a penalty but Vidic escaped punishment.

Wembley to trial cliché-detecting technology
A NEW type of predictable pundit platitude software is to be tested at England’s forthcoming game against Belgium.

If successful, the technology could drastically reduce how often people at home scream at their television whilst frantically looking for the remote control.

Developer Tom Logan said: “We’ve produced an algorithm that recognises key consonant clusters such as ‘giving the manager some difficult choices’ and ‘schoolboy error’ as well as raised pitch whenever Rooney gets the ball in the assumption he’s going to score.

“It’s worked well in trials but every time we plug it into Clive Tyldesley it keeps exploding.”

The software works by cutting off shopworn phrases within the first three syllables by emitting a loud burst of white noise.

It will not be ready in time for the 2012-2013 domestic season, meaning at least another year of the phrase ‘a point to prove’ whenever Manchester United play against City and Logan says that some broadcasters might find the system too expensive to implement.

Logan said: “And yes, I completely mean Channel 5 when I say that. I can create the technology to rid the world Jonathan Pearce but there has to be the financial willingness to do so.”

Future applications for the software include a tannoy system for pubs, which would obliterate the opinions of the man who has sat himself next to you and insists on giving his reasons why Arsenal’s current system isn’t working.

Logan said: “The ultimate challenge will be if England draw Germany in Euro 2012. And it goes to penalties. And Southgate’s in the commentary box. It’ll be like the perfect storm of horseshit.”

Cardiff have confirmed they will now play in red rather than their traditional blue kit after the club's Malaysian owners formally unveiled a new image for the Welsh side. The switch – which also includes a new crest and takes effect immediately – comes after the club's hierarchy approved the decision at a board meeting.

The club have unveiled three new strips – a red home shirt, a blue away strip, and a third kit, which is mainly black. The new kits bear a redesigned badge, incorporating a main image of a dragon, with a small bluebird inserted underneath, and carrying the slogan "Fire and Passion".

In addition, the club have announced plans to build a new training ground, pay off their debt with the Langston company, provide the manager Malky Mackay with a substantial kitty, and explore the possibility of expanding the Cardiff City Stadium.

The move came less than a month after the club's chairman Dato Chan Tien Ghee said the proposal to change to red shirts had been dropped due to "vociferous opposition" after the plans were leaked.

In an open letter to fans, the chairman said then: "We have no desire to cause offence or for people to think we have no respect for the club or its history as it would appear has been suggested in various quarters including by local assembly members."

He continued: "In the light of the vociferous opposition by a number of the fans to the proposals being considered ... we will not proceed with the proposed change of colour and logo and the team will continue to play in blue at home for the next season with the current badge."

Today, the Cardiff chief executive, Alan Whiteley, said: "This is a major and significant financial commitment and we are grateful to our investors for their continued confidence in this football club. Concerning the commitment to developing the crest and to switch our primary colour to red, as directors – and as fans in our own right – we recognise that there is a history and commitment that goes with supporting Cardiff City and we are conscious and proud of the loyalty, bond and passion so many share for this club.

"At the same time, we also have to be prepared to be realistic and progressive. Sometimes in difficult economic times and challenging market conditions, in order to attract investment to survive and progress, brave, bold and compelling decisions and sacrifices need to be taken and made. By securing this investment we can safeguard the immediate and long-term future of this club."

But he added: "We are only too aware that the change of colour is a radical and some would say revolutionary move which will be met with unease and apprehension by a number of supporters, along with being seen as controversial by many. To those I would like to say that this was not a decision that has been taken lightly or without a great deal of thought and debate.

"There is no getting away from the fact that history and traditions are the lifeblood of any club and as such should be jealously guarded and preserved. Both the board and our investors fully understand and respect this and will do their utmost to uphold, protect and promote the values and virtues which the club stands for.

"However, the changes are believed to be vital to enable the club to progress to the next stage in its development and very much in the club's best long term interests."

Sounds like it will be implemented in the not too distant future.

Not even sure what's technological about it really. If there's a close call to be made, the ref only needs to ask some bloke watching it on a TV and he'll get his answer within seconds. A substitution probably eats up more time than it would take to find out whether the ball has crossed the line or not.

Graeme Le Saux, Martin Keown and Ray Parlour have all signed along with former United States striker Brian McBride, while David Seaman has come on board as goalkeeping coach for the Combined Counties Premier Division club.

The players have all been recruited by the Wembley technical adviser Terry Venables with the financial backing of club sponsors Budweiser, who are also the lead partner of the FA Cup.

The aim of the arrangement is "to see how far the club could go in future seasons of the FA Cup".

The Football Association insisted Wembley, whose club motto is 'A Posse Ad Esse' - from possibility to reality - had not broken any rules in signing the players.

The FA also stressed their own sponsorship deal with Budweiser was "entirely separate" to Wembley FC's tie-up with the American beer firm.

Budweiser believe they are "championing the magic of the FA Cup" as part of their overall strategy for sponsoring the competition.

Jason Warner, Global VP Budweiser, said: "We are pleased to continue to support Wembley FC as they strive to achieve their dreams and we think their story will appeal to - and inspire - football fans around the world."

There were no concerns from Wembley manager Ian Bates that the club was being used by its sponsors, who came on board in March and brought Venables to the club.

"The initiative shines a light on non-league football, reminding people of the importance of amateur football in contributing to the development of the national game," Bates said.

"A year ago we were playing in front of an empty grandstand and the clubhouse was falling down. Now the investment means great times are waiting for Wembley FC and we can't wait to kick off our FA Cup campaign."

The former professionals have been coaching Wembley's 34-strong squad over the last four months.

But they are now registered as players and will be available for Wembley FC's first FA Cup fixture of the new season, in the extra preliminary round on August 11.

"What they (Budweiser) are doing is giving Wembley FC players a chance to learn and play with some great ex-pros and see what it is like," Seaman said.

"This is a great chance and why not carry it on and do it in other clubs?"

MICHEL PLATINI has warned FIFA they are making a "historical mistake" by introducing goal-line technology.

Trials are already underway to find a new system which can detect whether the ball has crossed the line during matches.

And if they are successful, the technology could even be used in the Premier League next season.

FIFA president Sepp Blatter insisted it was a "necessity" after Ukraine were denied a goal against England at Euro 2012.

However, UEFA chief Platini — who has always been against technology in football — disagrees with his FIFA counterpart.

Platini has been tipped to replace Blatter at the top of world football.

But he said: "For the moment, I am not the leader of FIFA. I don't know if I will be the next president of FIFA.

"But I think that the British and FIFA are making, for me, a historical mistake. It's a historical mistake. That's my view."

Platini's idea of having two extra officials behind the goal has received mixed views for fans and pundits.

Speaking in a video interview with the Independent, he added: "I have a problem with technology.

"In three years of the Champions League and Europa League we have had no mistakes.

"Twelve times the ball went over the line and the additional referees saw it and decided.

"Many penalties and fouls — with the exception of Ukarine's 'goal' against England — were decided by the (refereeing) team.

"But why I am against the technology of the video referee is because on the Ukraine goal there was offside at the beginning.

"If you want technology for the goal — what do we do if it's offside before?

"It means that the action has to be stopped before. That's why I am against technology. Where do we go?

"Every time there is a goal we come back and at the beginning of the action there is a clear offside — what do we do?

"I am totally against it. Let's have humans. I remain consistent.

"It's not a question of goal-line technology — it's the question of the beginning of technology in football.

"That I am totally against it."

:gp:

The old 'where do you draw the line' argument holds little water because the issue of whether the ball crossed the line is not subjective. Pretty much every other decision in football is (although some cases are clearer than others). If the technology is there to get it right every time, and it is, then why persist in getting it wrong on occasion?

Personally I think the use of technology should go further in football (I've changed my mind about that over the last few years). And there is an issue of where you draw the line. But the argument about goal-line technology is over, there's no sensible counter-argument.

Uefa president Michel Platini says the 2020 European Championship could be spread across various cities in Europe, rather than having a single host.
Traditionally one or two countries have hosted the tournament, which is being held in Poland and Ukraine this summer.
The next competition in 2016 will be hosted by France.
"The Euros in 2020 could be held all over Europe," said Platini. "It could be either one country and 12 stadiums, or one stadium in 12 or 13 cities."
Turkey had been favourite to host the event but their bid has hit difficulties due to a desire to host the Olympic Games in Istanbul in the same year.
Platini confirmed a final decision would be taken in January or February next year.
"This matter will be discussed very seriously," he added. "We will have a great debate about 2020 and discuss the pros and cons.
"It's an idea I feel really passionate about, it will be a lot easier from a financial perspective.
"We are not going to wait until we know whether Turkey are going to get the Olympics.
"It creates a problem for us. We do have other candidates. Everyone has the possibility to host it.
"It is easier to go from London to Paris or Berlin than Cardiff to Gdansk. It would be four games per venue. It is a great debate."
Platini added: "We are just thinking about it. I have said 12 or 13 host cities, it could be 24 or 32.
"It is the political decision that needs to be made. We wouldn't have to build stadiums or airports. That could be important in an economic crisis."
In January 2011, Platini called for the 2022 World Cup to be played across the whole of the Gulf after Qatar won the right to host the tournament.
Meanwhile, Platini has repeated his opposition to goal-line technology.
"I am against technology," he said at Saturday's press conference in Kiev.
"Where do we stop? There was a mistake in the Ukraine-England game.
"But there was an offside before that."

Can you imagine the shit storm if say, Oxlade was picked for GB?

No wonder this country is miles behind in terms of youth development.

couldnt give a f*ck about england as long as arsenal prevail. its gone too far now for me to care about international footy, and the fa are a bunch of stubborn, corrupt, money grabbing c*nts so i couldnt care less about england winning tourno's anymore. serves them right really. the way the fa and media scrutinised our club for being a bunch of 'foreigners' that 'killed' english footy for all those years, well who are the ones praying for wilshere, ox and co to guide the national team back to the glory days? yeah thats right, them.

why would i want to see bernstein and co's smug faces (if england end up winning a trophy) when all they do is try hamper our chances of winning trophies and have belittled us for years? they can all jog on.

Fifa approve use of goal-line technology. Fifa will use it at the Club World Cup in December - that's the first time it'll be used. If it passes the test, they'll start installing the technology around the grounds. It'll also be used in the 2014 World Cup.

The camera installed is also used in hawk-eye systems in cricket and tennis. It'll send a signal to the ref's watch whenever the ball crosses the line.

I don't doubt that's true. I've never thought he was a racist. But I don't know how relevant all these supporting character references should be. Shouldn't we be looking at what he said and trying to make out what context it was in? That's surely the only relevant thing here. If someone's being charged with murder you don't look at the fact that he might volunteering in humanitarian work. Being a racist at heart, in itself, is not a crime.

its to build an image of the person in order to try and rationalise what triggered the defendant to react in a certain way, and whether it was uncharacteristic of him/her to do so. it's putting the pieces to the puzzle in order to find that final piece; all the statements and questions such as 'are you england captain?', 'how many times have you been sent off in your career?' and 'whats the largest attendance you have played in front of?' aim to do that. they want to see whether this was a man buckling under intense pressure or whether it was a continuation of his everyday persona.

Yeah pretty much. Character refs wouldn't have any bearing on an alleged off the cuff racist remark. It's how Liverpool scored an OG with their proclamations in the Suarez case. I also can't see a guilty verdict anyway. The reasonable doubt will be there...Terry might have Ashley Cole's head to thank for blocking the camera shot. But my point is that even if it is uncharacteristic of him, why does it make a difference? You might just 'snap' under intense pressure and stab someone. Don't we usually just look at the result? Perhaps we don't - I don't know how the law works.

That said, I do think that Anton Ferdinand hasn't come out of this very well either. The fact that he was the one who got personal first by bringing up Terry's affair - it doesn't excuse a racial insult but Terry probably felt he needed to go as far as he could to wind Ferdinand up.

The saddest part of all is Cashley's comments were probably the most accurate, it was just silly handbags. Both were being immature. Terry's enough of a scumbag to bring colour into it but Anton was being a dick about it too.

Will the FA slap a ban on regardless of the outcome? If they banned Suarez on more flimsy evidence, Terry's got to get a similar no. of games?

The problem with fines is that they aren't really penalties if you are wealthy. Fines ought really be linked to a person's income so there is a more equitable punishment regime.

there is a level of context applied to a crime and this is sometimes taken into account. after all, each case is different and involves different circumstances. someone who snaps uncharacteristically and shows great remorse can be given leniency, obviously we're not talking large amounts; just because you say sorry and cry in court for murdering someone does not mean you get 10 years knocked off your sentence, for example. but if you're a charity worker, have never been in trouble before and you're confronted by a situation where you act irrationally, then im guessing it will be contextualised, to an extent.

at least that's my understanding of the system. someone with more expertise may want to clear it up.

in terms of the terry case, i dont think making a racist remark necessarily makes you a racist. even if it does, where's the line? if i walk into a shop and say 'bloody polish, nicking our jobs', is that being racist? it's clearly less aggressive than me saying 'fuckin polish immigrants come here and mess our benefits system up'. what are the different levels of racism? is there spatial variation? its a grey area and very subjective; the seriousness often depends on the person you make the comment to, the tone, and whether they take offense to the remark.

the danger is tarring people under the same brush; it seems people are either a racist or not, when in reality, you can be in the middle. there's jokes/remarks made everyday at work or in the pub but it's good natured. it happens everywhere and it's bound to, especially when you have different cultures interacting with each other as we currently do under the newly globalised economies. the problem we have is distinguishing whether what terry said was good natured; he seems to think it was just a sarcastic comment but obviously anton sees it as much more than that. tbh i dont blame him. im all for a bit of banter but crossing the line needs punishment.

I don't think the 'sarcasm' excuse can be taken seriously. He said it intending to wind-up Ferdinand. But I think it's equally a dick move by Ferdinand to bring up Terry's affair. I have little time for people crying foul play when they, themselves, tried to land a nasty first punch. I guess that's how the court will view it too.

All things considered, if Ferdinand got personal first, I'd let Terry go free with no punishment.
