They'd have to ban Ronaldo for life and that would ruin their planned Spanish final.

Players SHOULD face retrospective action for things like this. Then maybe they'd stop doing it all the time.
But they don't, so singling out Welbeck would have been odd.

Tbf to the guy behind the goal, he's utterly incompetent. So we can't really be expecting him to get this right.

Fair enough. Why would a professional whose only job is to be able to spot whether a player dived from 5 yards away actually be able to do that.
