True, he's going to be paid a lot (by our standards) for being useless on the reserves, and then leave to a championship or french team down the line.

If you can ignore the context of no bigger signings yet I don't see why people are so negative about this signing. Sanogo's clearly very skilled and will become a quality player.
How can you tell he's very skilled, in that you tube video there's nothing hugely spectacular (which considering Youtbe clips are famed for making a player look fantastic is not great evidence), they've even included passes he's made in it which shows how little he's done.
He could turn out to be very good, there's no way of knowing though unless you've seen him in the flesh a number of times.
There's never any real way of knowing at this stage, good or bad. (Seeing them in the flesh means little more anyway - I know Man Utd fans who swear Danny Welbeck's a quality player because they've seen him in the flesh and we can't appreciate him watching on TV. That's bollocks, he's shit.)
There's more than one video out there, you know. Considering he's only 20, having missed a large chunk of his career thus far with injury, I'd say the YouTube scouting is encouraging, versus somebody like Chamakh, who'd had half a career to create highlights from before coming here.
He seems to be an athletic, good physical specimen with some decent technique who Wenger will be able to mould into a genuinely threatening striker, given his relatively young age. I'd say he's more in the Anelka/Henry category than Vela/Bendtner/Lupoli, etc. My opinion is, injuries permitting, he'll become very good.
