He's consistently said Man U haved played Chelsea twice and that Mata could have been sold last week and that it was unfair that he could be sold now?

You have completely failed to comprehend what Wenger said and/or the context of his statement. Wenger has made a fundamental point on a view he has consistently held for years.
He is perfectly entitled to do that and he did it in a manner where he went out of his way to make clear he is not criticising Chelsea who have done nothing wrong.
Going off on one at Wenger, yeah, I expect that off a sub human twat like Maureen, and the press who will stoop to whatever level it takes to sell a paper.
I don't expect it however from Arsenal fans on an Arsenal forum.

The problem with you is you're unable to read between the lines either, if someone uses the term "unfair" it suggests someone is getting favourable treatment, not the case in this scenario.
Wenger talked about Chelsea, specified how it was unfair (i.e they unfairly gained an advantage) and how they could have sold him last week (why would they?) and have played Man U twice. Please explain to me what those two comments have to do with the rules?
He could have just said he doesn't think the January transfer window should exist without mentioning the rest, that would have been totally fine.
