And managing that disruption means you have to control the infection rates. And to do that it's probably best not to pack 40,000 people in the same place at a hundred venues all across the country. The Chinese hid this for a month and gave the virus a head start. Our government has been fucking around for as long again. So a lot of people are already infected.
