The problem with fines is that they aren't really penalties if you are wealthy. Fines ought really be linked to a person's income so there is a more equitable punishment regime.
As it stands, Terry being fined £2500 is like me being fined 25p.

there is a level of context applied to a crime and this is sometimes taken into account. after all, each case is different and involves different circumstances. someone who snaps uncharacteristically and shows great remorse can be given leniency, obviously we're not talking large amounts; just because you say sorry and cry in court for murdering someone does not mean you get 10 years knocked off your sentence, for example. but if you're a charity worker, have never been in trouble before and you're confronted by a situation where you act irrationally, then im guessing it will be contextualised, to an extent.
at least that's my understanding of the system. someone with more expertise may want to clear it up.
in terms of the terry case, i dont think making a racist remark necessarily makes you a racist. even if it does, where's the line? if i walk into a shop and say 'bloody polish, nicking our jobs', is that being racist? it's clearly less aggressive than me saying 'fuckin polish immigrants come here and mess our benefits system up'. what are the different levels of racism? is there spatial variation? its a grey area and very subjective; the seriousness often depends on the person you make the comment to, the tone, and whether they take offense to the remark.
the danger is tarring people under the same brush; it seems people are either a racist or not, when in reality, you can be in the middle. there's jokes/remarks made everyday at work or in the pub but it's good natured. it happens everywhere and it's bound to, especially when you have different cultures interacting with each other as we currently do under the newly globalised economies. the problem we have is distinguishing whether what terry said was good natured; he seems to think it was just a sarcastic comment but obviously anton sees it as much more than that. tbh i dont blame him. im all for a bit of banter but crossing the line needs punishment.
I don't think the 'sarcasm' excuse can be taken seriously. He said it intending to wind-up Ferdinand. But I think it's equally a dick move by Ferdinand to bring up Terry's affair. I have little time for people crying foul play when they, themselves, tried to land a nasty first punch. I guess that's how the court will view it too.
All things considered, if Ferdinand got personal first, I'd let Terry go free with no punishment.
