It's not just the football management side of the club which is utterly hopeless. The club management side has been dire for a while now - letting players go into their final years with no consequences and not getting rid of deadwood. We're losing about 50 million year in complete waste which is anger inducing after all the years where we lived liked misers (and suffered for it) just so we could accumulate money in a bank.
Though tbf to Ivan, he try to introduce a Director of Football to the club last year as well as interview potential Wenger replacement though Wenger (with Kroenke's blessing) ended up poop pooping that idea. Imagine that a CEO having less power & clout at an organisation than one of his employees.

At any rate signing Lemar would make zero difference. It'll only be a matter time before like many great players before him at the club, he'd be coached out of the skills and talents that make him an exciting player.
Well do we know if Monaco have accepted the bid?
They want 60 mill and have done so for over a month now. Wenger has known that since the 30 mill bid went in. Next season the price will be at least 80 mill, which is what Monaco prefer but they have always been willing to sell because that's the policy their owner set in motion.
The actual Liverpool bid is supposedly in the region of 67 million with some of that being add-ons.

Allowing Wenger to sign players would (at best) shore up things for another season and let him escape the realities of his mismanagement. Cesc couldn't do it, nor RvC, not Ozil, not Alexis - although we got some FA Cups on the back of those signings which caused many fans to relent and give Wenger another chance. But no player or collection of players could ever be good enough to carry the catastrophic burden of Wenger over the line to a title.
If Wenger is sacked today the club has a narrow, narrow opportunity to pull something together for this season. If not, we are actually better off in the long run ensuring Wenger doesn't get anywhere near a chequebook. God only knows what kinds of stunts he might pull in the final hours of the transfer window to deflect criticism.

Good luck to Liverpool, I'm sure Lemar will do well there. We would only stunt his progression anyway under this rotten regime and Wenger and his sabotage mission.
I rather we didn't sign anyone. No more papering over the cracks. A few dickheads out there making excuses for the manager and I hope it becomes unbearable for them to watch just like it's been for the rest of us. We're looking to sell players that have hardly been here for 5 minutes and he he's already misusing and benching players we signed this summer.
