Putting the managerial flaws aside for a moment, are there any players outside of the 'top 6' that could improve us? If so, who?
No, none. At least not for more that a few weeks. They all look half decent when they arrive (except Sanogo), but it doesn't last for long. Either they master the Arsenal Way or they get worn down by the complacency and lack of ambition. Then it's loan, regress or leave. You can't put aside the managerial flaws if you want to improve the squad.

why not new flavour of the month Michael keane. Lukaku would improve squad. but it doesn't really matter.
This season has exposed problems that run far deeper than the lack of a quality striker and controlling midfielder. That's where we were at the start of the season. Then Wenger collapsed completely and the team collapsed with him. Those who have some fight stood out (Alexis, Ox), the rest proved they aren't up to the job of fighting back from adversity. Some collapsed and disappeared without a trace (Ozil, Coquelin, Xhaka, Mustafi). Some are too young and inexperienced to make a difference (Iwobi). Others are cruising along at their usual unacceptable standard (Walcott, Giroud). Those who aren't up to it in the heat of this particular battle will never be up to it.
We need a new board, a new manager and mostly a new team. That's Wenger's legacy.
Or, we need a miracle working man manager who can de-Wengerise these lost players. Impossible to know who that could be. For sure, no manager out there will have ever encountered such a pointless setup as we have at the moment.

You don't need a miracle working man manager and the squad doesn't need an overhaul, we just need a captain and a manager who can motivate them and get them playing again.
Leicester have just won 3 in a row for the first time all season since they changed manager, Chelsea are champions elect having sulked their way to close to the relegation zone under Mourinho last year.
Neither team you mention are weak, just arrogant, entitled or lazy. That can be corrected with a kick up the arse. Weakness though. Fundamental core weakness. We've seen it season after season but never at this level. These players have absolutely everything going for them in terms of the club they play for, the city they live in, the facilities they enjoy and not to mention the oversize wheelbarrows of cash chucked at them every week. The fact they need to be motivated at all is the problem. Wenger has been more of a wet nurse to them than a manager.

The players he inherited were adults and he was able to treat them like such
the current generation of players not just at arsenal but in football in general are children, if it doesn't involve snorting gak out of a thai hooker's crevice they aren't interested.
They are basically little better than animals especially with the money they are on, they crave discipline and structure and they aren't getting it
All this should have been done 10 years ago. This strategy is an admission of failure
