    The only reason Cesc gets games in this Barcelona team is because he's a catalan product. It's the only reason Guardiola went with Busquets over Yaya Toure. Guardiola wants to keep a core of Barca's youth players. I'm not saying Cesc doesn't have quality, but he does not add anything to Barcelona. If you put Nasri in his position, he would score once every two games too. If you put Arteta there, the same.

    To establish himself as an elite player, Fabregas should've stayed at a club with more of a focus on power. Cesc is a power player - like Gerrard or Lampard. There's no shame in that, you can be a fantastic player.

    If you can ignore the ****itude that Busquets brings, you can see why he is in the side. He's a much cleaner tackler and he's great at the one touch stuff. Cesc is different because, like you suggest, he is a Premier League product.
