No, but do the rules indicate that the fourth team must qualify - not 4th in the league, just the fourth qualifying team. And it won't be the FA's say so. UEFA give us 3 full slots and 1 slot in the play-offs. The FA cannot change that. UEFA would have to have a rule that if a team win the CL then if that country has a play-off slot, that will then become a full slot. And I would be surprised if they had.
