The 19-year-old is seen as one of the brightest youngsters in Europe and has been linked with the Premier League trio, as well as Champions League finalists Borussia Dortmund.
And Barcelona are willing to allow the Spaniard to leave on loan to either a club in England or Germany.
The Catalan side are aware that Deulofeu is unlikely to make the breakthrough into the Barcelona first-team this season due to the purchase of Neymar to play alongside Lionel Messi, while the likes of David Villa, Pedro and Cesc Fabregas are also all able to play in the front three.
And that means he will be allowed to go out on loan, with Barcelona certain to make it clear there is no chance of the deal becoming permanent at the end of the season as they see his long-term future at the Nou Camp.

As someone previously stated, how the heck we supposed to get these 3/4 'quality' replacements AND the 2/3 world class players for:
1: 70 million or whatever the real amount.
2: get players from under the radar of clubs who could easily either outbid or almost certainly offer the first team week in ,week out playing time these 'quality' players would demand within a squad which already has a good deal of quality within it. And anyway, who's to say these quality players are guaranteed to work out!
The drastic overhaul you refer to just isn't possible in short period of time you obviously intimate. Lets be realistic here, lets not let the frustration suffered over the last 6 years or so blind us to the realities we find ourselves in.

Higuain would be the first statement of intent we've seen in years so why the fuck would you want to scupper that deal? Added to that he's a seriously good player going at (by the ridiculous standards rigged by city and the chavs) a good price. Why are you not 100% for this deal?
