Maybe it wasn't his signing. Seems like a ridiculous thing to suggest but his disappearance from the country seemed like quite a statement of intent. You'd assume that Welbeck is going to be our main striker for at least half the season, so instrumental to the team. That no statement has been released is very odd for a 16m player, our fourth most expensive signing for the club. All the other big signings got one. Maybe the board took action in an attempt to save their beloved fourth place.

He's exactly Wenger's type of striker, so I don't think there's much possibility he doesn't have the Wenger stamp of approval.
Wenger was away for the last transfer window too wasn't he? Or the one before that. Not worth reading anything into it. One minute people are saying Wenger has too much control and runs everything. Then they say players are being bought without his approval. Can't have both. It's far more likely Wenger was hunting around for cheap cover for Giroud and then a player he wanted but up until that point unavailable suddenly became available. If that's the case it's good to know the club can act quickly and grab an opportunity. According to the media (so could be entirely fictitious) Wenger has always admired Welbeck.
After time to reflect here's what I think about the window.
Utd have been panic buying and the Falcao deal could turn out to be a massive failure medium term. Monaco wanted rid of him and they want to recoup as much of the stupid £50mill they blew signing him. Just as people are saying Welbeck wasn't wanted by Utd (not true by all accounts), Falcao (as good a player as he is) wasn't wanted by Monaco - probably because he didn't want to be there. He wants to be at Madrid, I think that much is self evident if you consider what the player and the agent have been saying (and tweeting) over the last few weeks. Again from media source (so 2kg of salt) Utd had to pay a whacking great premium of the wages to compensate for the lack of CL footie. So I believe Falcao will turn into a £20mill+ signing for one season only, because Utd will have to commit to anything up to £100mill on a permanent fee plus wages if they want to keep him. No way unless they are insane. So he's here for a year and if he stays injury free (big if) they'll probably get a good year's return but that's all. Plus we have all the Rooney and RvC fun to come as they battle him for a starting place. There's just as much potential for it to go badly wrong as right.
In summary, I'm glad we didn't sign up to all that.
Di Maria is a much, much better signing that makes a whole lot more sense. They massively overpaid there too. Just as they massively overpaid for Fellaini, Shaw and continue to pay a ludicrous amount for Rooney.
We, on the other hand, if you leave the defensive fuck-ups alone, have done pretty well. Welbeck's entire fee and contract over 5 years will be around £50mill, £10mill a year. Not bad at all in the current market for an International striker who should fit into our team well and is infinitely better than Sanogo and (I would anticipate) better than Giroud. He's a different option we haven't had before, has teh pace to open up all sorts of possibilities for an alternative style of play, and we now have Giroud as a real plan B option. I believe this is what Wenger is thinking too as Giroud has just been sat down to discuss new terms.
For us, Alexis is the real big signing. He's already showing what a great addition he is with his technical ability, team ethic and work rate. Welbeck adds to that and we are free of primadonnas. I think that will pay dividends. Even Ozil, with everyone on his case, is a team player. I think we're in good shape.
We all moan at Wenger's decisions one way or another, but when everything is analysed many of his choices make sense. Currently we're trying to figure out why he's left the defence short but in terms of what he's done on the attacking side this summer it looks to me he's come out the winner. Whether by design or with a sprinkle of luck that's required in any transfer window, I'd rather be us than Utd.
Für eure Sicherheit
I can't imagine Welbeck was signed without Wenger's approval - the moment anyone else starts going above his head on team matters I think he'd be off. I'm just surprised we haven't had a few words from him yet? He's usually pretty keen to talk up his new signings, and what they'll bring to the side...
