It'd be better if the role was voluntary and honorary. Unpaid. Done on a part time basis for the love of the game. Plenty of people sit on school boards and do a hell of a lot of work for the benefit of the school without having their hands stuck out. And as soon as you remove that incentive then the goal becomes unambiguous. Take money away from there first, and turn it back into what it was supposed to be.
