It's partly over FFP

It's also things like Balotelli getting racially abused by fans of Porto in the Europa league and Porto being fined 20k, and yet City is fined 30k for being late onto the pitch to play Sporting by thirty seconds

Then there was the match against CSKA Moscow where the game was made to be played behind closed doors because of racist chanting by Russians, and some CSKA fans were let in but no City fans

Basically they have a bit of a persecution complex thing going on with UEFA
