That 45 million has been clarified.

45 million is the normal budget for normal players. But if an opportunity arises too good to turn down they have a special budget they can take from.

Cesc according to sources is in that catagory.

Also the 45 million increases because they plan to sell Bojan, Jeffren, and maybe Allefay.

this year more than any other I want our transfer dealings done and dusted early. None of this last day crap (actually we dont do that do we) but you know what I mean. All players that want out, go, and ones we want in, get them and get a good pre season in.

Interesting Summer so far.

We sign a promising 2nd Division kid....I repeat kid!

Liverpool and Man Utd pay whats needed to secure talents that had been our targets.
One chooses United for footballing reasons..after actually speaking to Arsene.

United go after one of our best players who refuses to sign a contract, and United hope to gazump our long running chase for Theo Walcott 2.

Or they've overpaid for a promising youngster with very little experience whilst we have guys like Bartley who are probably on a similar level for free, it's all a question of perspective and I'm pretty sure I know the way it'd generally be seen if we'd just paid 16m for a 19 year old defender...
