Responding to speculation over the 19-year-old's future, Dortmund sporting director Michael Zorc said: "We have agreed with Mario that he plays next season in Dortmund.
"He has the contract to 2014 - we have no reason to sell him. But I am not a prophet. If tomorrow someone offers one billion euros, then you should think about it."
Gotze, who played a starring role in Dortmund's title triumph last season, is rated as one of the finest young players in the world having won the 2011 Golden Boy award for the best player in Europe under 21.
Arsenal manager Arsene Wenger, who is known to be a keen admirer of the German international, is rumoured to have launched a failed bid to sign Gotze on the last day of the August 2011 transfer window.
