I don't think we have the assets for him to build like Klopp had, we've got noone we could sell for 100 million, just a load of dross so I can't see him repeating it. On top of that with the new wage rule we're really hindered.
The only question remaining, is how many do we concede?

Sell Ozil, Ramsey and Lacazette and start again
We won't be able to sell Ozil with his wages and even if we somehow did it would be at a loss, Ramsey is worth nothing now, Lacazette I'd keep, he's one of the positives player wise this season, with him in the team we seem to have more threat.
It would help wages of course, but we probably won't give Emery much money either, we're not that kind of club and he's got noone like Coutinho to sell to raise funds either, tough job, but then it was always going to be as we were left in a real mess.
We’ll get rid of Ozil to someone. Laca runs around a lot but doesn’t score enough, plus we’d get good money we could use.
