The refs and authorities won't do anything, the players and the clubs certainly won't, and the pundits and the media positively encourage it (unless it's Pires). The fans will have to do something about this. Maybe something like a Diving Cunt Weekly Hall of Shame that every fan commits to, even Utd and spud fans who would be mostly watching their players win the awards every week. If the majority of fans couldn't get behind that, like the get behind fucking poof laces and anti-racist bollocks in a sport that has to be close to half black and definitely foreign, then it's a lost cause and part of the increasingly shitty game.
