Downing, 26, has two years left on his contract, but has told the club that he is not willing to extend his deal after watching the likes of Ashley Young leave for pastures new this summer.
Liverpool's initial bid for the winger was £12 million, but they have returned with an offer closer to £15 million which has reportedly been rejected again by the Villa board, as they are looking for closer to £20 million in order to rebuild their squad ahead of the new season.
Villa's Player of the Year last season, Downing's form in the Premier League has been impressive and the Reds are keen to bring him to Anfield, possibly offering David Ngog, who rejected a part-exchange role in Liverpool's acquisition of Jordan Henderson from Sunderland, as a makeweight in any deal.
Negotiations for the transfer of Blackpool midfielder Charlie Adam are also believed to be ongoing, although the Seasiders are reportedly holding out for at least £9 million.
Hope they sign him ASAP.
