It is for a proper club. It's pretty pointless fining a club who are flouting the rules because they've got so much money they can do what they like.
It's more like a bribe to UEFA so they can keep on doing whatever the hell they like.

Apparently UEFA are discussing distributing the fine among the other PL clubs. With Crooknapp having blemished a promising week for football and threatening to undo ours and Atletico's good work in attempting to save the sport, Real Madrid/The Spanish Government must be stopped to avoid a return to complete darkness.
