Not sure but this year they know there is firm interest and he's considering a move. Happened with Modric the year before he went as well.

I get the feeling with Bale that he's not really bothered about moving. He doesn't look like the type of player who would be comfortable with the expectation of being the worlds most expensive player and expected to win games for RM. Just doesn't have the aura of a Ronaldo, Figo, Zidane, Fat Ronaldo etc - He's just a Welsh valley gimp.
I suppose you could call it lack of ambition from his part. That's two seasons now without Champions league football for him, he should really be moving on.
Either way Spurs have done bloody well to get him to keep signing these contract extensions, didn't he sign one last season? They're ensuring he either stays or leaves for massive money. Well done Levy.
