Well no, he just needs to find more consistency. In a few games recently he has been outstanding and looked like the player we all hoped he'd become. He's just not done it consistently yet but having been injury free for a while now looks to be heading in the right direction.
If he is English all he need to do to be a success is a ghel, what you said would make more sense if he was foreign.
