I read the quotes and listened to the interview, his comments were specifically about Chelsea (Mourinho is Chelsea), he did mention the rule but only after talking about how unfair it was they have played Man U twice and that they could have sold him last week etc.

If you look at Pellegini's comments they were somewhat more general, that was my point. If you have a point to make it's better to be more general rather than focussing on one particular club because the latter is likely to rub that club up the wrong way.
Not really, personally I've got no beef with him, he's entertaining, some of you guys though are really bitter...you'd think he'd killed a member of your family or something.

Why does it matter if it general or not? Wenger always has strong opinion, just like Mourinho, SAF, Klopp etc. Otherwise why would jurno attend their press?

I'll tell you why, if you make a general comment noone feels attacked or gets riled, if you pick out players/managers/clubs then you will.
If your intention is to p*ss off other clubs/managers fine, but if you're trying to make a point then the general comment is better.
