Judging by Wikipedia he seems like some mid aged (footballing terms) Italian journeyman with mediocre stats. Worst of all his position is listed as winger/second striker and not out and out striker - a position where we already have the likes of Campbell/Podolski.
God I hope Wenger knows what he's doing here.

We'll know within 6 days if Wenger is serious about Sanogo or kidding around.Arsenal striker Olivier Giroud's injury is worse than first feared with the Frenchman possibly facing a lay-off until the New Year.
Giroud, who picked up an ankle injury in the dying moments of Saturday's 2-2 draw at Everton, scored the equaliser Goodison Park, but could leave Arsenal short up front for the next four months.

I like welbeck to the extent that he is a striker who works hard and has pace but should be only considered an option not the main man. Giroud has already demonstrated he is better coming off the bench and it should remain that way. Walcott isn't back until September but again is too lightweight to be the main striker, he would be better when we play two up front. Sanchez the same really but if they both played up front together, it probably would work with Ozil feeding the passes through the middle.
Podolski is less mobile than Giroud and seems to have fitness issues but has a quality left foot. Campbell is meh..... but rather him than Sanogoo who should really be playing for West Ham and fat Sams hoof ball.
We need another CB who is in his 30s with experience but not really expecting to play week in week out. Kos is still only 27 so has years ahead, Chambers will be first choice soon enough so I don't think we can either sign a top notch CB as that would halt Chambers development or another young CB who wont have any game time.
We need a more powerful CM as well, saw we were linked with Gustavo again..... after his world cup showing.... no thanks he was utter rubbish. I am guessing Khedira probably holding out to go to Bayern next year when his contract runs down.
Another CF but if the Cavani stories are true that would be incredible.
